The CI failures are caused by targeting latest Git Extensions which are .NET 9, but Plugin Manager is still .NET 8 |

This property commonly lives in the D.P.props. The SDK is importing it at
the right time

My assuption was that Directory.packages.props won't get imported until
CPM is on, but I'll double check

Explicitly enabling CPM fix the issue of restoring "oldest" possible version of all referenced packages.
