File move not shown appropriately in changes view

In VS, if the changes contain a file move/rename it is shown appropriately with a real diff view so that I can compare the changes:

But if I open this in the PR view, the whole file is shown as an addition and there's no way to see what changed:

Actually it seems it's not even possible to tell that this file is actually a rename, as opposed to being completely new.

This appears to be a regression, perhaps caused by #1643 @jcansdale ?

@grokys I can't tell with certainty but I noticed this issue much earlier and I think #1624 was still a problem at that time. In fact I wanted to report both but that one was fixed in the meantime.
