Turns out I misread the names of the generated ssh host keys in my fix #34100, it should be (as stated in issue #34099) <keyname>-cert.pub, but I turned ssh_host_rsa_key into ssh_host_rsa-cert.pub, but it should be ssh_host_rsa_key-cert.pub instead.
