Mark `tensorflow::StatusOr` and `dtensor::StatusOr` as deprecated and suggest inlining `tsl::StatusOr` using `ABSL_DEPRECATE_AND_INLINE()`. This encourages direct usage of `tsl::StatusOr` and facilitates cleanup. PiperOrigin-RevId: 812505077
