Reverts #2962
The new LRO operations are very different. So another approach is needed.
Specifically,
_OperationFutureis returned now instead ofOperationand the former, is not compatible with ourcore.operation.Operation.Also, since retry is built into
_OperationFuture, we will have to mimic that functionality on the HTTP side.
