Add cover env to Travis #617
Description
This should fail if there are branch misses and then the after_success for uploading to coveralls.io should occur in the cover env
Assigned to @jonparrott since cover requires the GAE SDK which is in the Travis cache and weird
/cc @daspecster this is what giving up on branch coverage on coveralls.io looks like
