Browser hang when clicking Media in the sidebar #26320

- I have cleared the cache of my browser.
- I have tried a different browser to see if it is related to my browser.
- I have tried reproducing the issue in safe mode to rule out problems with unsupported custom resources.
Describe the issue you are experiencing
Click the Media button in the sidebar. The browser completely freezes, and it spins in an infinite loop requesting this core API over and over.
Assume this is related to #26099
While in this state, if I refresh the page with F5, the panel then loads normally.
