core/txpool/blobpool: remove unused txValidationFn from BlobPool (ethereum#32237)

This PR removes the now‑unused `txValidationFn` field from BlobPool.
It became obsolete after a PR  ethereum#31202 
was merged.

Resolves ethereum#32236
