Permission error message when 'copy running-config startup-config'

Current Behavior

Bug seen on infix-v25.02.0-rc1.
Perhaps related to #956

Perhaps just a cosmetic error. The config file seems to be saved to startup.

Root cause: the copy command helper tries to change the owner of /cfg/startup-config.cfg from root to admin. This is not permitted by the system and what it should have done is instead to ensure the file has the correct group, e.g., wheel for all admin level users.
