Add OWNERS files to kubernetes repos that lack them

This is in aid of #1673 which seeks to specify subprojects by way of OWNERS files living in all of the repos. There are currently a number of repos that lack them.

org/repo	in sigs.yaml?	has owners?	has approve?	in tide?	branch protected?
