Test New Kuberentes Version in Functional test

we have automation that creates new PR when there is a new kubernetes version
#20091

we also gonna have a way to test "Functional Tests" (small set of integration test on GH acton) with Different Kubernetes Versions

we should have a New GH ACtion-based test that is triggered ONLY on the New Kuberentes Versions PRs
#20091

for that
we need to make our automation PR creation to Label the PR #20091
with a specific label like "NewKubernetes"
and then if that label exists, the Functioonal Test should test With New Kubernetes Version instead of defaultl OR maybe with Both.
