[Bug]: Change Event does not fire for Rich Text Edit Component

Current Behavior

I added a right text On Change event, but it never fires when I type into the edit

Expected Behavior

A change event to fire when things change

Steps to reproduce

See Attached module. Type into the text. A notification should show when on change fires

2.7.3 hosted and self hosted
