MAINT: Add api-token for CircleCI redirector action

PR Summary

The CircleCI artifact redirector action (which creates the docs preview links in PRs) is failing. This is due to an upstream bug. Following the advice on that thread, this PR adds the api-token definition in the configuration file for the action.

I don't know if that helps or not - we are failing way earlier when we try and install codecov?

Ok - I think this is ready (I don't think the CI failures are related).

This will only work once merged to main - you can see similar work done here: scipy/scipy#18292
