Disable duty-cycle llimitation for EU-like bands during compliance testing

Compliance tests are run tethered to a tester. Duty cycle limits can turn a 2 hour test into a 24-hour test.  I'm not really thrilled with doing this, as I am hoping that compliance firmware can be shipped with production firmware; but I see the practicality.
