CSOT implementation for cursors.
Note: there quite a few failing tests; most are on "latest" DB, but DB version 4.4 fails consistently, too, and as far as I can tell, it's related to cursor operation timeouts not being honored by the database.
I'm still investigating the failures, but not being able to run the latest DB version locally makes it pretty tricky.
