Monitor webhook queue health in Grafana

In order to monitor the health of the webhook queues of JBI in Grafana, we should:

• add instrumentation to track the amount of bugs in each queue, potentially adding alert when the queue is greater than some value n
• which queues are disabled. We capture this in the heartbeat, but it'd also be nice to display in Grafana
