Only support whiteboard tag metadata with suffixes #605

As confirmed by @jchaupitre in Slack:
We currently require every whiteboard tag to start with [{tag}- and the rest is free form essentially. It is recommended to use your JIRA project code as {tag} as it is unique, and really can't be mistaken for anything else than a JIRA project code.
I believe having only suffixes is sufficient at this point and supporting prefixes could make this very complicated and I'm unsure of the added value.
