Bump `jest-circus` and `jest-runtime` to `28.1.1`

There are new versions for those testing dependencies:

• build(deps-dev): bump jest-circus from 27.5.1 to 28.1.1 #260 (tests passing)
• build(deps-dev): bump jest-runtime from 27.5.1 to 28.1.1 #261 (tests do not pass)

I tried to update them but I got some errors like this:

    TypeError: Cannot read property 'enableGlobally' of undefined

      at jestAdapter (node_modules/jest-circus/build/legacy-code-todo-rewrite/jestAdapter.js:39:25)
