Partial aggregations are generated in `EnsureRequirements`, but the planner fails to check if partial aggregation satisfies sort requirements. ### What changes were proposed in this pull request? Pin `pandas==2.0.3` for `pypy3.8` ### Why are the changes needed? Pandas 2.1+/2.2+ requires [Python 3.9+](https://pandas.pydata.org/pandas-docs/version/2.1/getting_started/install.html), the latest version works for Python 3.8 is `pandas==2.0.3`. I think this should address one of the spurious test failures that we saw.
