Disband @nodejs/ux-and-design

The @nodejs/ux-and-design team currently has 2 members, both of whom already have write access to web-related repositories through other team affiliations.

Our governance document states:

"The UX & Design Team is responsible for guiding and serving as points of contact when members of the Node.js Web Team require assistance or guidance regarding UX & Design."

In practice, the @nodejs/nodejs-website team is made up of individuals with expertise in both website management and UX-related design, effectively fulfilling that role.

The document also notes:

"When a discussion arises regarding best practices on topics such as CSS, accessibility, UX flows and intent, or component design, the UX & Design Team has a say on the matter."

These discussions are already happening within the @nodejs/nodejs-website team.

Since its creation, the UX & Design Team has only been pinged 3 times¹ (excluding this issue), so I think it's fair to say that this team isn't being utilized very often.

-1 the GitHub team exists to tag relevant people about UX and design related questions. Nothing more, it isn't a team per se, it is more like a group of people to tag when such questions arise.

We've only used this team three times. Perhaps it was useful during the redesign despite this, but now it seems redundant. The @nodejs/nodejs-website team already includes people with strong UX and design experience, and discussions naturally occur there. Maintaining a separate team that isn’t actively used just adds overhead. I still think it is cleaner to sunset the UX & Design Team and rely on the existing teams where these conversations are already happening.
