Documenting Onboarding/Offboarding

Based on nodejs/admin#983 we gotta document both the Website team and Web Infra team onboarding docs that should include onboarding to relevant resources and the processes and maybe documentation links to relevant docs.

I also believe we should document list of resources and bots (#4) that each team has access and what permissions they have.

cc @bmuenzenmeyer would be great if you could work on this 🙇

AFAIK The Website Team onboarding is fairly simple:

• Nominee is added to @nodejs/nodejs-website
• Nominee is given write access to the Figma¹
• Nominee must add themselves to https://github.com/nodejs/web-team/blob/main/MEMBERS.md

• Added to @nodejs/web-infra
• Added to https://github.com/nodejs/web-team/blob/main/MEMBERS.md
• Open an issue in nodejs/admin for 1Password web infra access
• Cloudflare access?
• Vercel access?
