Implement Scaling Adapters

The scaling adapter class should implement the ListenerCollection class and a pubsub pattern using MongoDB or Redis.

Expected behavior.

• Has to be injectable
• Should receive streams and register its uuids
• Should be able to register listeners in a grouped context
• Should be able to emit an event to any listener within a cluster registered on the same group context
