[deps] django-rest-framework 3.16 not currently supported

We are looking to update to django-rest-framework 3.16 but currently django-rest-framework-gis does not support it.

Is there actually an issue with the lastest version of the rest framework or does the dependency info just need to be updated?

djangorestframework-gis 1.1 depends on djangorestframework<3.16 and >=3.12
