@auvipy done, but I still didn't find the time to investigate how to fix the Django 3 build :/
Feel free to give it a shot.

@auvipy I identified the problem. Support for GDAL 1.11 has been removed in django/django@e7fd69d. I will try to use a more recent version in the CI suite.

@auvipy ok, I resolved all issues. The CI suite is passing now for both Dj30 and Py38
