[GR-58668] Enable WP SCCP by default

This PR enables WP SCCP by default. For details about WP SCCP, see the PR that introduced it.

In particular, the following changes are made:

• PointstoOptions.TrackPrimitiveValues gets enabled by default.

• PointstoOptions.UsePredicates gets enabled by default (depends on TrackPrimitiveValues).
  • This option was introduced in [GR-43361] [GR-50205] Whole-Program Sparse Conditional Constant Propagation #9821

In case of any issues, one can still disable both flags. To get the old mode back, it is enough to use -H:-TrackPrimitiveValues and -H:-UsePredicates.
