Network Security Group support for Load Balancers #353

Currently it looks like this controller only supports management of Security Lists and not Network Security Groups which "Oracle recommends over security lists". There is also no way to specify the use of an existing Load Balancer created with something like Terraform. This forces the user to use security lists for this portion of their infrastructure even though that is not recommended anymore.
It would be really great if this feature could be added so new users such as myself only have to get their heads around NSGs and not security lists.
