Allow issue body to be specified inline without needing a file path

Thanks for the awesome create-issue-from-file action! I was wondering if we could get a body parameter similar to what is present in create-pull-request to avoid needing a step where we write temporary text to file before the issue. Though, I can understand that this might mean a new action (given the -from-file designation).

Happy to contribute it if needed. Otherwise, I'll probably just fork the action and add it in.

I'm not really adding features to this action anymore because It's just as easy to use the CLI gh issue create command in a workflow step these days.

For other actions you have (which again rock), would you suggest a similar approach?

I think most of my other actions have a fair amount of added value/features over the CLI equivalents and generally it makes sense to use the action for lot of use cases, but my advice would be to use the CLI if you don't need those extra features.
