I think because of the way the review process works for OMP there could be other references to this recommendation that is exptected. This was one area I could find where it isn't defined. Perhaps a solution could be to add this recommendation dropdown to the OMP review workflow (currently it is missing).

Steps to Reproduce

1. Prerequisites: Have a submission in the review stage with a reviewer that has completed the review request for OMP only.
2. Login with editor
3. Navigate to editorial dashboard
4. Click on the completed review in the editorial decision (Green envelope)
5. Observe the recommendation content

Expected Result

Not sure what to expect since this recommendation option is not available for OMP reviewers, but could remove it entirely or allow the reviewer to add a recommendation from the dropdown.

@asmecher no this is not specific to regression in 3.6 but in 3.5 + 3.6 due to lack of data from OMP specific reviewer workflow missing the recommendation dropdown.

This passes QA. OMP the recommendation has been removed for the completed status in Editorial Activity popout. I still see it working as expected in OJS which means there were no regression issues observed. Checked both internal and external review options.
