Wheel for windows arm64

Hey! Would be great if a precompiled wheel could be published for Windows ARM, some openai-python users have reported build errors because jiter has to be built from source openai/openai-python#2459

@davidhewitt thanks for adding CI support for Windows ARM64, could you share some information about the ETA on next official release that includes wheels for Windows ARM64?
