In #10038 new CI runs have been added and
pytest-mypy-pluginsincluded into environment.yml. Mypy will be pulled in unconstrained. After version 1.16 surfaced on conda-forge 12 hours ago -> pandemonium.This PR pins mypy to 1.15 until it's safe to update.
