Manylinux 2014 images no longer work due to CentOS 7 going EOL

Specifically, any interaction with yum appears broken.

Is manylinux2014 over and done with, or will this be fixed? I believe we've seen this with previous manylinux images, and the fix is to use a slightly different mirror URL.
