Can we use whl package instead of pypi install?

@Jiseong-oh Some follow up questions:

• Do you foresee any issues with registering the .whl for the LiteCore SDK to PyPI?
• Without PyPI, what are the alternatives for distributing the .whl?

IMO, registering the .whl via PyPI is the ideal path, unless there is an easy way for someone to get the .whl package. If someone has to download the .whl package from somewhere, then that seems roughly equivalent to just downloading and installing the SDK directly to me.
