We should switch dependencies that are on pypi to utilize PyPI's CDN instead of relying on us uploading / mirroring all of the packages locally.

We can / should still limit package versions that are visible on our CDN (as determined by us) but I think stopping the re-uploading of packages should put less strain on us when attempting to update packages like in issues like:

• Add missing MarkupSafe==3.0.2 wheels to the PyTorch indexes test-infra#6900
