Similar to #40211 , but for Python 3.13

There's a separate issue specifically about the free threading build: #47933 , but I just want a normal wheel

Use case

Run ray using Python 3.13 without building anything

I don't want to be "that guy"...but when do you think a nightly 3.13t wheel will be released?

Python 3.13 wheels are now available for nightly builds as "alpha", see https://docs.ray.io/en/master/ray-overview/installation.html#daily-releases-nightlies

Let us know about your feedback if you try them out and run into problems :)

@pcmoritz - I'm trying to work with the 3.13 nightly wheel in CI, but got the following error suggesting that there is still some python version limit enforced somewhere?

I get a similar behaviour when trying the OSX wheels locally.

python -m pip install -U ray@https://s3-us-west-2.amazonaws.com/ray-wheels/latest/ray-3.0.0.dev0-cp313-cp313-manylinux2014_x86_64.whl
