This change fixes the REDLIB_DEFAULT_HIDE_SIDEBAR_AND_SUMMARY environment variable being ignored.

This change fixes the REDLIB_DEFAULT_HIDE_SIDEBAR_AND_SUMMARY environment variable being ignored.
On a fresh private session with no prior cookies stored, when
REDLIB_DEFAULT_HIDE_SIDEBAR_AND_SUMMARY=on, pre-change, theHide the summary and sidebarsetting is be unset. Post-change, it's set when the env var is set toon.
