Raw field visibility toggled by other raw field conditional

I have 2 raw fields in my options panel in separate sections.

One of them we'll call "field 1" has a conditional that hides it based on the value of another option. When I first added this a while ago, the field content was always being displayed regardless of the conditional - only the option title, subtitle, etc were being toggled correctly. After #1361 that seemed to be resolved.

Now I have another raw field, no conditional, nothing special going on. I even used some basic content as a test (eg: hi there). This field's visibility is being controlled and toggled by the conditional of the other. If I meet the condition of field one, they are both shown, if not, they are both hidden.
