How can we use dashicons font in Import/Export icon. <i class="dashicons dashicons-backup"></i>

Okay, first, you'll need to upgrade to 3.3.7.3. To your arguments section, add:

'import_icon'       => 'dashicons dashicons-backup'

That should give you what you want.
