What does this PR try to resolve?
This is a fix in response to rust-lang/rust#108865.
Cargo
-Zbuild-stdnow usesysrootcrate to resolve cargo features insteadof the old hack around
libtest.sysrootis just a dummy crate depending onother standard library crates.
