E0243 needs to be updated to new format

Error E0243 needs a span_label and an updated title, changing it from:

error[E0243]: wrong number of type arguments: expected 1, found 0

To:

error[E0243]: wrong number of type arguments
  --> src/test/compile-fail/E0243.rs:12:17
   |
12 | struct Bar { x: Foo } //~ ERROR E0243
   |                 ^^^ expected 1 type argument, found 0

Seems related to #35390
