Fax Doc steps update for new UI #526

The fax documentation is outdated for the new dashboard UI. https://developer.signalwire.com/fax/getting-started/first-steps-with-fax/
Right now the new UI only shows voice and messaging settings for phone numbers, making this more confusing without docs showing steps. I posted this feedback in slack back in August but it came up again for a customer today:

Also the Resources documentation could show better how to create a cXML script for external webhooks, as it isn't clear in the new UI dashboard. https://developer.signalwire.com/platform/call-fabric/resources/
Reason for the request
A few customers have reached out confused because the steps in the docs don't show how to use the new UI to do things.
