Switch default Huggingface params for different deployments

Best option is likely:

• Dynaconf - give an environment variable to the docker image: https://www.dynaconf.com/#layered-environments-on-files
  • export ENV_FOR_DYNACONF=development
  • Pass it in from Machine - which would be set by app_settings var.

We can have 3 different sets of parameters:

• normal (production - full building)
• development (10 steps, 1 beam, 600 distilled model, other dev stuff)
• quick_test (10 steps, 1 beam, 600 distilled model)
