Loading the contents of sector files that don't include a .layer file

Hey!
Is it possible to load sector files which have had all the contents set to another layer and had the .layer file removed? Map Mods have started doing this and it's making it basically impossible to edit them or make connections, but they are still able to load in europe

I have tried copying layer files from other sectors and renaming them but especially since edit_save_text doesn't work for .layer files I don't know what else to do
Any help with this is appreciated

If the layer file is missing, the items just revert to layer 0. Can you elaborate on the issues you're facing when you're editing the map?

Does launching the editor with -force_mods change anything?

Nope, I tried both with and without -force_mods and nothing changed.
