WebSocket XML Config: Make Send Buffer Overflow Strategy Configurable

With #8678 (implemented in #8679), IntegrationWebSocketContainer got a new configurable attribute sendBufferOverflowStrategy. However, unlike the analogous sendTimeLimit and sendBufferSizeLimit, it doesn't expose an XML attribute.

This ticket is for adding that attribute.
