cherry-pick to all supported branches
NOTE: 5.5.x pulls in 2.3.x; we will need to add a note on that branch that, to set
forceStop, spring-amqp needs to be upgraded to 2.4.x (this is automatic with Boot 2.6.x, 2.7.x).
