Expose MaxConnectionsPerHost and TotalConnections in CommonsHttpMessageSender [SWS-371]

I think it would be a good idea to expose setter for the total Connections and max connections per host of the underlying HttpConnectionManagerParams in the CommonsHttpMessageSender class.

This would make production configuration easier.
