3.0 Update to Documentation

• Remove/update old documentation (e.g. servicex read the docs)
• Add appropriate new documentation
• Clean up repo issues referring to old code

• Enlist examples or code snippets that work
• Embed code from these examples into the CI for deployment on documentation Use sphinx-code-include to make examples always correct #322

Added the branch documentation to the repo which has the docs/ folder containing the .rst files to generate the html pages.
After making changes to the .rst files you can regenerate the static files locally by running
make html from inside the docs/ folder.
