They are supported - you can even install iOS 11 and 12 simulators in Xcode, they just don't show up in Xcode anymore (which makes sense, because Apple wants to push devs to newer versions). To resolve this conversation, I will remove 13 and 14, but my vote would be against it.

I've been digging into this a bit and the only way I found to install old iOS Simulators is to install old versions of Xcode. simctl knows which iOS and watchOS simulators are compatible and I wish I could figure out how they do it. I have to imagine this is actually bound to the iOS simulator, but I've haven't found it yet.

Proceeding with the merge and release.
