Throw pcb component overlap error

• Check to see if tscircuit/circuit-json has the error type for overlapping smtpads
• Check to see if tscircuit/checks supports this
• Run the DRC check in the DRC check stage
• Test that overlapping pads trigger error

Note: Smtpads with the same subcircuit connectivity key are allowed to be in contact
