Update the naming of the telemetry events and properties for consistency with other components #21167

What would you like to be added? 💡
Component name (ie the event name prefix) should be similar to "uno/dev-server"
Event name should be similar to discovery-error
Event names shouldn't be prefixed by DevServer, Addin, Processor, Client etc as these should be set in the event name prefix
Properties should be similar to DiscoveryErrorMessage
