Describe the bug

When the system disables new user registration, there is still an alternative way for users to access the platform. Through the SSO feature, users can both register and log in seamlessly. This ensures that while direct registration may be restricted, individuals can still create accounts and gain access without hindrance.

Steps to reproduce

1. Create a new container using Docker.
2. Log in as the initial user.
3. Navigate to the settings page and disable user registration.
4. Configure SSO login (e.g., using Google).
5. Log out and log back in using SSO.
